Overview
Hamilton County, Indiana, launched a $65 million utility expansion in Bakers Corner to transform the area into a potential economic and residential hub. Bondry Consulting advised the county and helped secure $12 million in Redevelopment District Bond Anticipation Notes (BANs), a key component of the funding. The project addresses public health concerns, replaces failing septic systems, and extends water, sewer, and high-speed broadband services across a 42-square-mile area.
Bondry’s Role
Bondry Consulting navigated the project’s financial complexities, aligning $25 million from the American Rescue Plan Act (ARPA) and $30 million from the State of Indiana with the BANs. Bondry structured a repayment model using tax increment financing (TIF) and utility revenues, ensuring financial sustainability and immediate infrastructure development.

A new wastewater treatment plant and two lift stations
A 500,000-gallon water storage tower and a four-mile sewer extension
High-speed broadband to boost education and business opportunities
Economic and Community Impact
The project unlocks 1,000+ acres for development, aligning with US 31 upgrades to an expressway-style corridor, and supports future growth in residential, commercial, and industrial sectors while addressing public health issues like E. coli contamination and replacing outdated septic systems to meet Hamilton County's long-term development plans.
